The Demise of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on managing particular approaches. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense activated: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, most likely provided by allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the hostile projectile won't cause damage this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.

With pauses, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on international aid – a dependence that regional partners are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, no doubt, persist.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington operates on a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is impossible to force Russia to abandon the land that it presently holds in Ukraine's south or east.

The problem is that while recognising this factual reality, US leadership does minimal to deter Moscow, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its advantage in the coming year.

Divergent Views

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but averting a entire defensive failure until circumstances change in its benefit.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
